GENERAL DISCLAIMER STATEMENT

The rules set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants agree to comply with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF, OR COMPLIANCE WITH, THESE RULES AND REGULATIONS. They are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official. Race officials shall be empowered to impose any further restrictions that in their opinion do not alter the minimum acceptable requirements. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT THEREFORE. Any interpretation of, or deviation from, these rules are left to the discretion of the officials. THEIR DECISION IS FINAL.
 

DEFINITIONS

Participant- Each and every driver, car owner, sponsor, mechanic, crew member or any other pit personnel taking part in any event. All such persons have voluntarily become involved in the racing event, with the full understanding that they must abide by all of the rules and regulations of Lady Luck Speedway. By their participation in a Lady Luck Speedway racing event, all such persons acknowledge that they are fully aware of the risks involves in the sport of auto racing and that by participating in such a racing event they assume all risks.
Track Official-An employee, independent contractor, or agent of a promoter who assists in conducting and promoting of the racing event, and interpreting and enforcing the rules.

Track Rules-The rules for the Lady Luck Speedway, as published in this book, posted at the Speedway, or announced at any drivers meeting prior to an event.
 

GENERAL RULES

GENERAL APPLICATION

The rules set forth in this publication shall apply to each and every participant participating in any Lady Luck Speedway racing event. All participants are expected to know the rules and any claimed ignorance of the rules will not be accepted nor tolerated. You may be allowed to run with the following stipulation: fifteen percent of your winnings will go to the next legal driver for each infraction you point out to track officials upon entering the race. You will receive no winnings if your car is protested and found illegal. Too many infractions may disqualify you from competition.
 

EFFECTIVE DATE

The rules, and any amendments of rules, are effective upon the date of publication by Lady Luck Speedway, regardless of when a person subject to the rules receives
actual notice of the rule.
 

AMENDMENT OF RULES

Lady Luck Speedway reserves the right to add to, delete, supersede, or modify any rules deemed necessary for the betterment or safety of racing.
 

COMPETITOR OBLIGATIONS

Every driver should inspect the racing surface and the race track area to learn of any defects, obstructions, or anything which, in the driver's opinion, is unsafe and the driver shall report that condition to a track official. All drivers entering any racing event are considered to have inspected the track and determined that all conditions are satisfactory. If the driver does not feel that conditions are satisfactory, then the driver should not race. The driver further acknowledges that the driver is aware that auto racing involves risks and that by competing in an event the driver assumes these risks with full awareness and knowledge.
 

DECISION DISPUTE PROCEDURE

Each class will have three elected committee members. To be eligible to be a committee member, one must be a driver within that particular class. If a driver has a complaint, he must confront the committee of his class to determine whether the complaint is legitimate and if it warrants further action. If the committee decides that the complaint has merit, the complainant and the committee members will bring their complaint to the pit steward. Complaints will not be heard during the racing event. Complaints will be heard no sooner than the Tuesday following the event. If the track officials determine that a mistake was made, an apology will be issued and appropriate restitution made.

FINALITY OF DECISIONS AND INTERPRETATIONS AND COVENANT NOT TO SUE THE DECISIONS OF LADY LUCK SPEEDWAY OFFICIALS, INCLUDING THE INTERPRETATION AND APPLICATIONS OF RULES AND THE SCORING OF POSITIONS, SHALL BE FINAL, BINDING, AND NON-APPEALING. ALL PARTICIPANTS, AS A CONDITION OF PARTICIPATING IN A RACING EVENT, AGREE THAT ALL DECISIONS OF OFFICIALS REGARDING THE INTERPRETATION AND APPLICATIONS OF RULES, AND THE SCORING OF POSITIONS SHALL BE NON-LITIGABLE. ALL PARTICIPANTS FURTHER COVENANT AND AGREE THAT THEY WILL NOT INITIATE ANY TYPE OF LEGAL ACTION AGAINST LADY LUCK SPEEDWAY, OR ITS PROMOTER OR OFFICIALS, TO CHALLENGE SUCH DECISIONS, TO SEEK MONETARY DAMAGES, TO SEEK INJUNCTIVE RELIEF, OR TO SEEK ANY OTHER KIND OF LEGAL REMEDY. IF A PARTICIPANT PURSUES ANY SUCH LEGAL ACTION, WHICH VIOLATES THIS PROVISION, THEN THE PARTICIPANT EXPRESSLY AGREES TO REIMBURSE LADY LUCK SPEEDWAY AND ITS PROMOTER FOR ALL OF ITS ATTORNEY'S FEES AND COSTS IN DEFENDING AGAINST SUCH FRIVOLOUS LEGAL ACTION. VIOLATION OF RULES & UNSPORTSMANLIKE CONDUCT.

Any participant who defies or violates the intent or spirit of the Lady Luck Speedway rules shall be considered to have engaged in unsportsmanlike conduct and shall be dealt with by Lady Luck Speedway officials. Unsportsmanlike conduct will result in a fine of up to $200.00 and/or a suspension of up to one month.
 

RESERVED PARTICIPATION RIGHT

Lady Luck Speedway reserves the right to refuse to accept the entry of any car or participant. Furthermore, Lady Luck Speedway reserves the right to revoke or cancel any entry, or any participant's claimed right to be on the track premises, if it is felt or determined that a participant's presence or conduct is not in the best interest of the sport of auto racing, the other competitors, the spectators, track management, and/or employees of the track.
 

CONDUCT

The driver is responsible for the actions of his pit crew in all respects. The driver shall be the sole spokesperson for the car owner and pit crew in any and all matters, and must talk with the track officials regarding their conduct or behavior. Any participant directly involved with any fighting or misconduct at the Lady Luck Speedway, whether on the race track, in the pits, or anywhere on the track premises, may be fined up to $500.00, suspended for two weeks from the date of the infraction, and shall forfeit all points earned up to the date of the infraction as well as all prize money earned during that event. This includes openly displaying obscene gestures!!! No participant shall subject any official to any abusive or improper language at any time. Any driver who gets out of their race car, or any participant, who assaults or threatens any official, may be suspended for up to two weeks from the date of infraction and may be fined up to $500.00 and shall forfeit all points earned to date. No beer or alcoholic beverages shall be consumed in the pit area until the entire program is complete. THIS INCLUDES IN YOUR HAULER OR TRAILER!!! If a participant is caught consuming alcoholic beverages in the pit area before the entire program for all divisions is complete, they shall be immediately ejected from the race track premises, including the spectator grandstands, and shall be subject to a mandatory fine of $100.00 for the first offense. The second and subsequent offenses will carry a fine of $500.00 and a suspension. The driver is also responsible for his family in the grandstands. Violence or obscene behavior in the grandstands will not be tolerated and will result in disqualification of the car for that particular race.
 

DRUG POLICY

Illegal drugs are those substances defined and prohibited by state and federal laws. Any participant at the Lady Luck Speedway is strictly prohibited from the possession or use of illegal drugs as defined above, including in the pits, parking lot, and restroom areas. All participants are considered to be responsible for their personal conduct.
 

SPECIFIC PROHIBITION, VIOLATIONS, AND PENALTIES

Any person who is found to be in possession of, or under the influence of, any illegal drug on the Speedway property, arrested by duly constituted authorities and charged with possession and/or use of illegal drugs, whether the offense occurred on or off the Speedway property, formally charged by a court of law with any illegal drug violation, whether the offense occurred on or off the Speedway property, shall be subject to suspension from competition and eviction from all events and denial of further entry to the track for a period to be determined by track officials.

ILLEGAL PARTS

Illegal parts shall be any parts or components of a racecar, or any alterations or modifications to any such parts or components that do not meet the Lady Luck Speedway rules and specifications of the class in which the race car is competing. If the rules do not specifically allow a part or component, or do not allow specific alterations or modifications to a part or component, they are all disallowed. Any grinding, defacing, or otherwise removing or obliterating casting marks, casting numbers, or any other identifying marks or numbers on a motor or chassis part will automatically render that part illegal. The penalty for illegal parts, whether discovered through a post race inspection, through tear down, as a result of a protest or in connection with a claim, shall be a $300.00 fine, loss of all points earned thus far in the season, and forfeiture of all money earned during that event.
 

RESERVED TEAR DOWN RIGHT

After the feature race, Lady Luck Speedway reserves the right to tear down the engine of any racecar in any class. A tear down shall consist of the disassembly of the upper end, lower end, or both, of the engine. An upper end tear down includes, but is not limited to, the removal of the carburetor, spacer plates or adapters, valve covers, intake manifold, exhaust manifold, headers, valve train components, and heads. A lower end tear down includes, but is not limited to, removal of oil pan, crankshaft, rods, and pistons.
 

INDEPENDENT CONTRACTORS

All participants are independent contractors and are not the agents or employees of Lady Luck Speedway. Participants, as independent contractors, are solely responsible for preparing their racecars, to perform in Lady Luck Speedway events in accordance with the Lady Luck Speedway rules and regulations. As independent contractors, participants are solely responsible for compensating their employees, agents, or pit crewmembers. Participants, as independent contractors, also assume full responsibility for reporting or filing any reports or tax returns with the appropriate authorities on any and all earnings or funds received as a result of their participation, including but not limited to Federal Social Security taxes, Federal income taxes, Federal withholding taxes, unemployment taxes, and workers compensation insurance.
 

COMPETITOR AGREEMENT REGARDING RULES

A participant, by competing at the Lady Luck Speedway, specifically agrees and acknowledges that they are familiar with and understand all of the rules and procedures as set forth in this manual and that they will abide by these rules and regulations. A competitor certifies that his or her race car meets all of the requirements of this manual for participating in an event at the Lady Luck Speedway. If as a result of an inspection, tear down, or protest, a competitor's race car is determined to be illegal, the driver agrees that it is his or her sole responsibility to prove that his or her race car is in compliance with the applicable rules and requirements as set forth in this manual.
 

GENERAL POLICIES
PREVAILING POLICY

Track officials will resolve any disagreements over technical questions or operations. When their decision is rendered, such decision is final and binding. Track officials will establish the length, frequency, and administration of all events and programs and when their decision is rendered, that decision is final and binding.
 

PIT AGE REQUIREMENT

All persons under the age of eighteen must have a signed minor release form on file at the track before they can enter the pits. These forms can be obtained at the pit entrance.
 

GENERAL RACE PROCEDURES

Every person driving a race car on the track must wear the required helmet and cinched harness and lap belt whenever in the race car, including warm-ups, hot laps, and races. No person, except the driver and track officials, is allowed on the race track at any time after the race starts. All drivers are responsible for registering their cars and having a number drawn for their starting position in the heat race. This will take place at a designated spot at the pit concession stand. If a car is unable to start the race, all cars behind that car's position will advance one position. Cars entering the track on the parade lap will start at the rear of the field, regardless of their qualifying position. If a car moves out of position before the green flag is thrown, the driver may be penalized two positions. When a race is stopped after the completion of at least one lap, cars shall be lined up in the order in which they were running at the completion of the last full lap before being stopped. The car or cars causing the race to be stopped, if any, shall start at the rear. If a car causes a race stoppage twice in the same race, that car will be sent to the pits. A race may be stopped at the discretion of the starter or officials at any time they consider it dangerous or unsafe to continue. Any car being lapped consistently by the field may be black-flagged at the flagman's discretion. Track officials may designate the tire compound for either the feature event or for the entire season. Track officials can run more than one heat in any class, but there must be a minimum of five cars initially lined up in each heat. Cars leaving the track during a race will be allowed to reenter the track under green. Any car leaving the track for any reason will loose position and must restart at back of field. They may reenter at the back of the field for the restart. If the front row cannot stay together on the initial start of a race, they may be put to the rear of the field after two attempts. Drivers are responsible for knowing where they belong during a restart. You should know who you were behind when the race was stopped. Line yourselves up, as we are on a strict time schedule. If the race is stopped after the white flag comes out, we will reline the cars and run green, white, checkered. If the race is stopped after the checkered flag falls, cars will be scored as they cross the finish line and the race will be over. Time is a factor so please NO VICTORY LAPS-will result in $25 fine!!!! There will be no pitting on the track surface.
Track transponders will be used to score the race.s A bracket to hold the transponder should be welded on the car under the hood lower than 24" from the ground and having no metal underneath it.
 

FLAGS

Green-Start racing.
Red-Stop immediately.
White-One lap to end of race.
Yellow-Caution.
Black-Car must leave the track due to rule infraction. Car is out of that
race.
Crossed Flags-Race is at halfway point.
Checkered-End of race.
Black/Orange-This flag makes a driver aware of a problem. It is his choice
to pit or remain on track.
Blue/Orange - Move to Outside for lap traffic
 

GOOD STANDING

You must be in good standing with the Lady Luck Speedway in order to receive any point fund money. All fines must be paid, all suspensions must be fully served, and all outstanding debts to the Lady Luck Speedway must be fully paid in order to be considered to be in good standing. Lady Luck Speedway reserves the right to offset the amount of any outstanding fine or other monies due from a participant against any point fund money or other award to which the participant may be entitled. This includes any participants who have fines, suspensions, or debts pending with Lady Luck Speedway.
 

REGISTRATION OF CAR NUMBERS

Drivers are responsible for notifying track officials of any changes that may occur. Numbers must be at least 18 inches high and consisting of any combination of no more than two numbers. Numbers must be in contrasting color to the background color, and must be neatly painted on both door panels and on the roof or wing and facing the grandstand. Hard to see car colors are strongly discouraged. FRONT AND REAR LINE UP NUMBERS MUST BE AT LEAST 6 INCHES TALL, PREFERABLY 8 INCHES TALL.
 

POST RACE SCALING AND TECHNICAL INSPECTION

In all classes, the top four race cars and one random car from the remaining field in each feature must scale and be examined by the technical officials. Any driver required to be scaled and inspected who does not go directly to the tech area immediately upon leaving the track or who does not meet the minimum weight requirement for the class shall be disqualified and shall forfeit all points as well as all prize money for the night. THERE WILL BE RANDOM WEIGHT CHECKS AND INSPECTIONS. All race cars competing are subject to inspection by track officials at any time and to any extent or degree as determined by the officials. The decisions regarding the specific race cars to be inspected and the time, scope, or extent of any inspection, are final and binding. Inspections may be used to determine whether a car complies with the minimum applicable chassis and body specifications and all safety requirements. Any deficiencies or rule violations discovered must be corrected before the race car will be allowed to compete. The fact that a race car has passed a previous inspection is no guarantee or assurance that the race car will pass the next inspection. In connection with any type of inspection, the driver must cooperate with Lady Luck Speedway officials to enable them to conduct or complete an inspection, including removing or disassembling various parts or components. Any driver who refuses to allow an inspection will not be allowed to compete. At the officials discretion, he may be fined $200.00, suspended for 30 days, lose all points acquired to date, and forfeit all money won during that event.
 

TRACTION CONTROL DEVICES

Electro-mechanical, computer controlled or electronic traction control devices of any type are not allowed at the Lady Luck Speedway.
 

MINIMUM SPECIFICATIONS
GENERAL

At any time, before, during, or after an event, Lady Luck Speedway officials may require additional measures or equipment, or make additional determinations, as they deem necessary to further reduce the risk to competitors. All cars are subject to a minimum specification inspection at any time and a refusal of such inspection is subject to the penalties above. It is the responsibility of the driver to prepare the car to comply with all minimum specifications, to be free of defects, and in safe racing condition.
 

DISPLAY OF SPONSOR LOGOS

Drivers must support any and all official sponsors of the Lady Luck Speedway. All official decals must be displayed in order to participate in any point funds. These decals must be displayed on both sides of the race car, and the decals must be of the original size sent to the driver. Failure to display the required decals, as set forth above, will result in loss of all points for point fund awards or contingency prizes.
 

SAFETY

Fuel cell vents, including cap vent, must have check valves. If fuel cell does not have aircraft style positive seal filler neck/cap system - a flapper, spring or ball type filler rollover valve is required. If you are running a fuel cell you MUST follow this rule.

Main roll cage must consist of continuous hoops not less than 1 1/2" OD and an inner wall thickness of no less than .095". Must be welded to frame. No brazing. No soldering. No part of the main cage can extend farther forward than the engine plate. Must be frame mounted in at least six places, securely supported, and cross-braced. Must consist of a configuration of front and rear hoops connected by tubing on the sides or side hoops. The top hoop must have a crossbar and the driver's head with helmet on must not protrude above the cage. Padding is required on tubing around driver. Brace bars forward of the cage cannot be higher than a stock hood height. Driver's door bars must be at least three 1 1/2" OD bars which are welded directly to the front and rear members of the main roll cage. Must provide protection of driver's feet. Factory frame or unibody may be reinforced for safety.
Bars must be parallel to the ground and perpendicular to the driver to provide maximum protection but without causing undue difficulty in getting into or out of the car. Door plates recommended. Helmet must be Snell SA 90 or SA 95, and is required at all times the car is on the track. SFI-approved full fire suits must be worn while the car is on the track. Fire-retardant shoes and gloves are recommended. Competition five-point safety belts, sub belts, and shoulder harness required. Metal to metal buckles required on shoulder and seat belts. Shoulder harness must be securely mounted to the roll cage at a height even with the driver's shoulders. Belts and harnesses are recommended to be no more than one-year-old.
Either arm restraints or a driver side window net is required. Window net is recommended. The window net will be securely mounted to place the latch at the top front of the driver's side window. All cars must have fuel cells, which it is recommended be enclosed in a metal container. Fuel cells must be mounted between frame rails, secured with at least two 2" wide steel straps, be mounted securely behind rear axle, protected by roll cage tubing, and be at least 4" forward of the trailing edge of the rear bumper. Fuel cells must have check valves and fuel pick up from the front, side, or top of the cell. Bladders are recommended in all classes. Protective tubing fuel cell loop must cover the rear of the fuel cell with no part of the fuel cell extending below or to the sides of the loop. No part of the loop can extend past the trailing edges of the rear bumper or be wider than frame rails. Batteries must be securely mounted and shielded. Batteries mounted inside the race car must be enclosed in a marine type casing. Exhaust systems must be mounted in such a way as to direct exhaust away from the
driver and areas of possible fuel spillage. The driver's compartment must be sealed from the track and exhaust gases. Loose objects must not be used in the driver's compartment or outside the car body or the hood area. Any weights added to other areas of the car must be inside the car body-not attached to the bumper or fuel cell loop. Such weights must list the car number, be painted white or silver, and each must be mounted with at least two 1/2" bolts. Drive shafts must be painted white or silver and have a loop mounted no more than 6" from the front of the drive shaft. The loop must be constructed of 1/4" thick x 2" wide steel stock, or equivalent, or must totally encircle the drive shaft 360 degrees. All transmissions with clutch mounted to flywheel require steel explosion proof bell housing. All other transmissions, manual or automatic, should have SFI approved flywheel shield. Shield can be constructed of 1/4" x 3" steel, 270 degrees around flex plate/flywheel. (Unless specified in class rules) No exposed cooler lines in drivers compartment.
Roll bar padding is required. No sharp edges. Brakes must be operable and must lock up three wheels during an inspection. Shut off valve is allowed on right front brake. Front to rear proportioning valves and/or brake bias systems are not allowed. Ignition kill switch must be within easy reach of the driver and must be clearly marked on and off.
Each car must have a fully charged fire extinguisher in the car and in the immediate pit area. One or two tow loops must be mounted on both bumpers to assist in towing your car when necessary.
 

POINT SYSTEM

ALL POINTS ARE AWARDED BY IMCA RULES

Points will be awarded during regular racing events at the Lady Luck Speedway.
Points go to the driver. 40 points are awarded to the first place driver in the A-Main. 39 points for 2nd, 38 points for 3rd, etc., all the way to 17 points for 20th place. If there are less then ten entries in a division for any given night, for each car less than ten, one point fewer than normal is awarded for the feature finish. For example, if you have nine Modifieds' entered, the feature win would then be worth 39 points; for eight entries, the win would be worth 38 points etc.. Should a driver qualify for a "B" feature or the "A" feature, and not be able to make the field due to mechanical or other difficulties, they will be scored in last position and receive points accordingly. If there are more than one car not able to make the Main, then they will receive points in the order of qualification.

Features:
"B" feature's, the first non-transferring driver receives 16 points and each subsequent position, back to sixth spot and each position on back in the "B" feature's receives 11 points. This applies to all "B" features if more than one are run per night. Any driver not qualifying for an "A" or "B" feature receives five show-up points.
 

PROTEST RULE
APPLICATION

This engine protest rule is applicable to all classes at the Lady Luck Speedway.
 

RACE CARS SUBJECT TO BEING PROTESTED

All race cars competing in the feature event.
 

RACE CARS ELIGIBLE TO PROTEST

Any race cars competing in the feature event that meet the minimum class weight and are otherwise legal under Lady Luck Speedway rules. The driver must register their intent to protest with a pit steward prior to the start of the feature race and tender the required class protest fee.
 

RACE CARS NOT ELIGIBLE TO PROTEST

Those who do not meet the minimum class weight or otherwise are illegal under Lady Luck Speedway rules.
 

PROTEST FEE

Modifieds' and Limited Mods - Engine Claim See IMCA Rules.
Stock Cars - $100.00 for each end or $200.00 for both ends
If, after tear down, the engine is found to be legal, 75% of the fee will be paid to the protested driver and 25% of the protest fee will be paid to the racetrack. If, after tear down, the engine is found to be illegal, 75% of the protest fee will be returned to the protesting driver and 25% of the protest fee will be paid to the track.
*Subject to change pending IMCA sanction.
 

PROTEST PROCEDURE

After the feature race, a track official will notify the driver of the relevant race car that his race car has been protested. The protested driver shall then proceed directly to the area designated for inspection and tear down pursuant to protest. Track officials will then proceed, in accordance with the class of race car protested, to tear down the engine in the protested race car, as they deem necessary.
 

SPECIAL PROVISIONS RELATED TO PROTESTS

Only the driver may protest. A driver may only protest one engine per race. Only the tech inspector has the final word on the legality of the race cars involved in protest. No person shall prevent or interfere with the protest procedure.
 

PENALTIES OR SANCTIONS RELATED TO PROTESTS

If a driver declares an intent to protest, and tenders the required protest fee, and then the driver changes their mind and withdraws the protest, then the driver will forfeit all money for the event and shall also lose all points earned to date. A driver who refuses to allow an inspection/tear down pursuant to protest shall be subject to the following penalties:
First refusal to allow an inspection/tear down pursuant to protest: the driver forfeits all cash winnings for the event and points earned to date. The driver shall be fined $300.00.
Upon second refusal: the driver forfeits cash winnings for the event and all points earned to date. In addition, the driver shall be fined $500.00.
 

30 MINUTE RACE RULES

All A and B MAINS will now be limited to 30 minutes each.
 

SPEEDING IN PITS

Pit speed limited is 5 MPH. NO EXCEPTIONS! You will be fined $100 WHEN caught.
